The STEP Program is a comprehensive social services delivery model by which the services are deployed that encompasses employment opportunities, small business development services, family asset building services, as well as “safety net” services to participants within the San Diego County. The STEP Program will assist individuals and families to achieve and sustain self-sufficiency by overcoming barriers to employment, enhancing employment and income, and promoting behaviors that lead to self-reliance. The STEP Program includes various components that provide individuals and families pathways to economic prosperity. These components include filing free tax returns; assistance with job placement; financial education services; outreach and referrals for assistance with low-or no cost health insurance; and emergency assistance including shelter services, and help with food and energy needs.
