DESCRIPTION:
Under direction, performs a variety of highly responsible professional, technical and analytical activities in support of MAAC’s human resource management programs in assigned areas of functional responsibility; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Senior Human Resources Analyst serves as a generalist and performs advanced professional work in one or more assigned functional areas of human resource management. Incumbents provide professional advice and counsel to managers, supervisors and employees and perform their responsibilities with a significant degree of independence and application of professional experience and judgment. A Senior Human Resources Analyst may provide lead supervision of other professional and support staff and may serve as the Human Resources Director in his/her absence.
The Senior Human Resources Analyst is an exempt, at-will position distinguished from the Senior Human Resources Specialist in that an incumbent performs more complex work requiring broader professional knowledge gained through continuing professional development, certification and/or experience.
ESSENTIAL DUTIES & RESPONSIBILITIES:

· Designs and implements employee recruitment and selection strategies, processesand programs; participates in outreach recruitment programs to obtain qualified candidates;drafts job announcements,advertisements and other recruitment materials;develops and administers job-related selection procedures; schedules and conducts interviews of potential candidates; offers positions to candidates; fields and resolves candidate questions, complaints and appeals; researches best practices and recommends changes to recruitment processes to streamline recruitment and selection processes; monitors effectiveness of various recruitment approaches; monitors effectiveness, quality and satisfaction with newly hired employees.
· Ensures compliance with applicable federal, state and local laws, regulations and guidelines and management adherence to established labor contracts and MAAC policies and procedures; advises managers and supervisors on employee relations and discipline processes; researches and develops recommendations regarding employee relations procedures, issues and cases;drafts proposed and final letters of discipline; assists in the resolution of disputes through a variety of resolution vehicles;conducts investigations and prepares reports of findings and recommendations; schedules, coordinates and conducts discipline hearings.
· Conducts position classification and compensation studies; audits and prepares new or modified job analysis documents, class specifications and class concepts; recommends the classification of new or modified positions, classes and class series;designs and conducts special surveys and studies regarding compensation and other human resource management issues; recommends salary structure changes based on studies and analyses.
· Interprets policies, procedures, regulations and labor contract provisions for managers, staff and the public; provides guidance and assistance to management and employees on a wide variety of human resources issues and concerns; responds to requests for various human resource and benefit information; provides career counseling to employees; informs employees of career development and promotional and educational opportunities.
· Assists in the development of strategies for meeting MAAC/department human resources challenges; assesses and recommends plans to meet short and long-term strategic needs; reviews organizational structure and job designs and identifies potential issues; assists managers in the development of work plans; advises managers on the impact of changing job assignments, restructuring work units, the use of temporary staff and options for vacancies; develops policies and practices for implementing changes in legislation and case law; evaluates and streamlines department policies and procedures.
· Assists the Director in developing and establishing operational plans and initiatives to meet organizational goals and objectives; implements plans, work programs, processes, procedures and policies required to achieve overall performance results; coordinates and integrates new and/or revised programs to achieve optimal efficiency and effectiveness.
· Provides leadership and support in efforts to streamline Human Resources Information Systems (HRIS) and may lead the organizational efforts to strategize, implement and integrate new, automated HRIS technology.
· Provides leadership and works with other staff in the day-to-day management practices that support MAAC’s mission, strategic goals and core values. Prepares or reviews and approves a variety of reports and staff documents.
· Provides leadership for the day-to-day operational needs related to benefits, Workers’ Compensation and Leave Programs; participates in the analysis of benefit program and plan design issues and alternatives; conducts cost/benefit analyses; may assist in the negotiation of benefit plan changes and rates.
· Attends and participates in meetings, conferences and training sessions; provides expertise, information and assistance to management, staff, parents, outside groups and individuals.
· Participates as part of the management bargaining team in labor negotiations; interprets the provisions of labor contracts; may cost out proposals and alternatives.
· In conjunction with the Human Resource Director and MAAC’s management team and consultants, participates in the development and implementation of strategic and business plans, goals and objectives; assists in the development and application of new processes and technologies to achieve higher efficiency, productivity and customer service in applicable work processes.
· Participates in Human Resource efforts to promote MAAC as an employer of choice and is responsible for ensuring visibility of HR activities on the MAAC website as well as on other electronic media sites such as Facebook and Twitter ensuring MAAC positively promotes its message and programs to a variety of community and civic groups and the public.
· Conducts a variety of special projects, and performs related duties as assigned/directed.
· May provide lead work direction and guidance to other professional or support staff.
QUALIFICATIONS
Knowledge of:
· Principles, practices and techniques of human resource management, including recruitment, selection, HRIS, EEO/affirmative action, classification, compensation, benefits, Workers’ Compensation, employee relations, employee development, performance planning and appraisal.
· Principles and practices of sound business communications.
· Principles and practices of effective management and supervision.
· Principles and practices of employee and labor relations, including negotiations and contract administration practices.
· Administrative principles and methods, including goal setting, program development and implementation.
· Federal, state and local laws, regulations and court decisions applicable to the administration of human resource programs and employee relations practices.
· Trends in human resource program development; research methods and data analysis techniques and principles and practices of effective business communication.
· Human Resource Information Systems and automated reporting capabilities; operation of standard business computer software including Word, Excel, PowerPoint, Outlook and the Internet.
Ability to:
· Design, implement and utilize data gathering and reporting procedures including those available through Human Resource Information Systems.
· Gather relevant data, analyze problems, evaluate alternatives and make appropriate recommendations utilizing research methods and analysis techniques.
· Understand, interpret, explain and apply human resource policies, procedures and applicable local, state and federal legislation and regulations.
· Exercise independent judgment and initiative within established guidelines.
· Present proposals and recommendations clearly and logically; communicate effectively orally and in writing.
· Represent MAAC effectively in dealings with managers, employees and labor representatives on a variety of human resources issues.
· Prepare clear, concise, accurate and persuasive reports, correspondence, analytical studies and other written materials.
· Develop methodologies to ensure confidential and sensitive information is appropriately maintained.
· Establish and maintain effective working relationships with MAAC managers and supervisors, employees, labor representatives, community organizations, compliance review agencies and others encountered in the course of work.
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from four-year college or university with a major in business administration, human resources, psychology or a closely related field; and at least three years of progressively responsible human resource management experience; or an equivalent combination of training and experience. Experience in a non-profit is highly desirable.
Licenses; Certificates; Special Requirements:
Requires SHRM certification as a PHR and a valid California driver’s license and insurability under MAAC’s vehicle insurance policy at hire and throughout employment.

SALARY
This is a full time, at-will position with benefits. Salary range of $50,000 - $60,000; placement in range will be dependent upon qualifications and experience.
