DEFINITION:

Under the direct supervision of a Counselor Supervisor, the Substance Abuse Counselor is responsible for the case management of individuals who have been convicted of offenses for “driving under influence” of alcohol and/or drugs and who have been sentenced by the Courts to receive treatment services provided by the MAAC Project.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Conduct group enrollments and individuals reinstatements.
  • Develop treatment objectives and goals for program participants.
  • Audit participant files.
  • Lead group counseling discussions that are directly associated with alcohol and/or chemical dependency issues.
  • Monitor timely fee payments of assigned caseload participants.
  • Conduct individual counseling interviews to assess treatment objective progress by participants assigned to caseload.
  • Contact participants via telephone and/or written correspondence regarding absences from program activities and/or delinquent payments.
  • Properly document all levels of program participation in the participants’ case file.
  • Provide on-going monitoring of the participants’ compliance with program’s rules and regulations as approved by the State, County of San Diego and MAAC Project.
  • Attend staff meetings and trainings as assigned by the Counselor Supervisor.
  • Other duties as assigned.

  

MINIMUM QUALIFICATIONS:

  • A minimum of (2) two years experience in providing counseling services to persons with alcohol and/or other drug problems. As used in this requirement, “one year of experience” means 1,776 total hours of full or part time, compensated or uncompensated, work experience.
  • One year of college-level education that includes the satisfactory completion of at least 12 semester units of alcohol and drug studies, psychology, counseling, social work, or a related field. As used in this requirement, “one year of college-level education” means satisfactory completion of a minimum of 24 semester units provided by an accredited or approved, public or private, post secondary institution of higher learning.
  • Bilingual Spanish English speaking preferred.
QUALIFICATIONS:
Knowledge, Skills and Abilities:
  • Strong counseling skills which include the ability to conduct individual interviews and facilitate group discussions.
  • Demonstrated ability to assess individual alcohol/drug dependency problems and develop treatment goals/objectives.
  • Strong case management skills particularly in the area of recording participant progress in case records or other documents as may be required by State, County, or judicial system.
  • Strong oral communication skills to work effectively with program participants, program staff, diverse government agency representatives and community groups.
  • Strong knowledge and understanding of the recovery philosophy and steps associated with Alcoholics Anonymous (AA) and Narcotics Anonymous (NA).

Licenses; Certificates; Special requirements:

If recovering from chemical dependency, must have a minimum of 2 years of continuous sobriety. 

BACKGROUND CLEARANCE:

Prospective employees are subject to pre-employment drug testing, a background/criminal investigation, and a credit and reference check.

Work primarily takes place in an office environment. Work involves frequent use of office equipment and exposure to computer screens.

The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this classification. Physical Demands:

Continuous upward and downward flexion of the neck.  Frequent: sitting, repetitve use of hands to operate computers, printers and copiers. Occasional: walking, standing, bending and twisting of neck, bending and twisting or waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of files weighing up to 10 pounds.

Mental Demand:

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, clients, and others encountered in the course of work.
