MAAC Project is the recipient of American Recovery and Reinvestment Act (ARRA) funds from the Department of Health and Human Services for the expansion of the Early Head Start child care program. This is a temporary position with funding anticipated for 2 years.
 
DEFINITION:
Under the supervision of the Head Start Program Director, the District Manager will be Responsible for direct supervision of Center Directors in assigned areas and for Service Area Plans and Policies and Procedures compliance. The District Manager manages, oversees, organizes, supervises and monitors Head Start & Early Head Start; monitors and ensures center compliance with safety regulations, Title 22 and/or Title 5 licensing requirements, federal performance standards, Human Resources policies and procedures and labor contract provisions; and performs related duties as assigned.
 
Distinguishing Characteristics
The District Manager for EHS is responsible for managing and participating in the work of staff engaged in providing Early Head Start & 0-5 services that enhance the MAAC Project/Head Start’s mission and program functions, procedures and processes. The incumbent coordinates with service area managers and provides daily operational guidance and oversight to center directors and works with staff to ensure appropriate support for Head Start/EHS programs and functions as well as effective, efficient and safe working environments.
The District Manager is distinguished from other Head Start/EHS Program Managers in that the latter class manages EHS compliance, manager, supervise and integrate activities and program of an assigned service area in education social services, Health, disabilities/special needs, mental health and parent involvement.
 
ESSENTIAL RESPONSIBILITIES

·         Implement Head Start performance standards through regular and on-going monitoring to provide compliance with Program policies & regulations.
·         Provide technical support and assistance through monitoring and ensuring compliance with state licensing requirements, and service area plans.
·         Conduct individual conferences quarterly, and evaluates designated staff on performance annually or as needed per agency policies and procedures.
·         Conducts Visit sites to monitor, mentor, provide technical assistance and assist with employee relations with assigned staff
·         Coordination and reporting of center monitoring results utilizing Child Plus and other resources
·         Communicates and assists with liaison activities with program partners
·         Works with center directors teachers and other manager to develop plans for children with behavioral concerns; provides guidance to staff on identifying behavioral or learning problems per written policy; supports methods of modifying inappropriate behavior and encouraging positive learning; meets with parents to discuss child behavioral issues and concerns.
·         Collaborates with Service Area Managers and Specialists in providing training and technical assistance to center staff.
  • Conducts site and quarterly Quality Assurance Visits and regularly consults with and provides direction to Center Directors on quality assurance planning, safety, employee relations and parent involvement issues
  • Assists management team in the development of the agency’s master calendar, strategic plans, and training plans for staff and parents.
  • Conduct individual conferences, at least quarterly, and evaluate designated staff on performance as per agency policies and procedures
  • Interview and recommend hiring of teaching staff, in accordance with MAAC Project’s agency policies and procedures;
  • Recommend purchases of instructional materials and teaching aids to the Education Managers, such as books, toys, and games designed to stimulate learning as authorized in the program approved budget
  • Assist in obtaining substitute teachers as necessary
·         Give technical assistance to Center Directors in providing career development counseling to teachers and assistant teachers, and suggest in-service training, formal education, and other training opportunities related to increasing job productivity and career development
  • Other related duties as assigned.
 
QUALIFICATIONS:

Knowledge of:
·         Principles and Practices of Management and Supervision
·         Intermediate understanding of principles and concepts in Human Resources
·         Standard American English, including grammar, spelling, punctuation, capitalization and word usage.
·         Modern office procedures and practices.
·         Read, understand and explain policy and procedures.
·         Record-keeping practices, legal requirements and electronic records storage systems

Education, Training and Experience:
Bachelor’s Degree from a four- year accredited college or university in Child Development; Human Resources Management or a closely related field AND 3-5 year of successful experience in a comparable position;
 
OR a combination of training and experience that will likely result in the successful performance of the core duties of the position. Experience with Infant/Toddler care and Head Start/EHS programs management/ development preferred. PITC training preferred
 
Licenses; Certificates; Special Requirements:
A Child Development Permit at the Program Director level.
 
Annual Salary:
$35,000-40,000 commensurate with experience. This position is eligible to receive paid benefits including medical, dental, vision, life, for employee and qualified dependents; also, the selected candidate will qualify for annual vacation, 12 paid holidays and a rewarding and professional work environment.

Part A
A screening panel shall review each application to determine the level of qualifications. Only those with superior qualifications will be admitted to Part B.
Part B
An interview panel shall conduct appraisal interviews to evaluate the education, experience, and training
Part C
The interview panel shall recommend the most qualified applicants, not to exceed three (3), to the Head Start Director or designee for an interview and/or selection.
Part D
The Head Start Director or designee shall submit the selected applicant’s name with applicable documentation to the Policy Council.
Part E
