MAAC Project is the recipient of American Recovery and Reinvestment Act (ARRA) funds from the Department of Health and Human Services for the expansion of the Early Head Start child care program. This position is anticipated to be funded for 2 years. In the event program funding is reduced or eliminated, incumbents in SEIU represented positions will be subject to layoff procedures in a manner consistent with MAAC’s labor contract (currently Article 12, Section 7). Other positions funded by ARRA may be subject to layoff pursuant to MAAC policies and procedures.
Early Head Start is a federally funded program for income eligible children 0-3 years of age, pregnant and prenatal women and special needs children.
DEFINITION
Under supervision (typically the Center Director with the guidance of the Early Head Start/Head Start Program managers), the Early Head Start Family Partner will be responsible for providing direct, comprehensive services to the children and their families through home visits and parent participation class time activities. This classification has two program options. The Home Base Program option provides one home visit weekly to each assigned family and conducts bi-monthly class times. The Combination Program option provides two home visits per month and weekly class times. The Combination Program option changes to the Home Base Program option during the first and last months of the school year. Work load/case load shall be in compliance with Federal guidelines for the program.
DUTIES
Provides direct home visit services to assigned families and coordinates all the Early Head Start Services received by those families
- Develops and supports the concept that the parent is the primary educator enabling the parent to provide richer experiences to support their child’s growth and development
- Records, maintains and updates health files, including medical/dental examinations, follow-ups, health screenings and referral documents for assigned clients
- Assists the parent in providing a safe home environment to prevent and reduce childhood injuries recognizing safety hazards, dangerous substances, and unsafe conditions and give parents resources regarding the removal of debris, hazards, unsafe equipment and materials
- Recognizes symptoms of spousal, sexual, child abuse and neglect and the legal requirements in such cases and follows MAAC Project procedures in dealing with such situations
- Reinforces good self-help skills, i.e., hand washing, teeth brushing, and assists in educating parents in diapering and toileting procedures
- Establishes and promotes weekly relationships with parents so as to increase the program ability to help meet their child rearing assessments
- Works in partnership with parents to determine the uniqueness and individuality of their child using observations, screenings and assessments
- Provides referrals for children and families to community resources to meet identified needs and ensures follow-up to see needs are met
- Assist s the parents in learning and maintaining good health and nutrition practices and provides information relevant to the family needs
- Assists the parents in utilizing home space, relationships, materials, and home routines as resources for an interesting, secure and enjoyable environment that encourages, play exploration and learning
- Encourages parents to appreciate the importance of physical development and provides opportunities for indoor and outdoor active play that encourages physical development, recognizes individual differences and guides children in the safe use of materials and equipment
- Maintains an open, positive, friendly, professional and cooperative relationship with each family member to encourage and support parent involvement.
- Provides home visits each month as required by program option and needs of the family (90 minute duration)
- Plans and implements class times as required by program option, which focus on child development concepts and techniques for parents.
- Maintains and updates written records and reports in a timely manner
- Attends required trainings, meetings conferences, workshops
- Performs other related duties as assigned
QUALIFICATIONS
Skills / Knowledge
- Demonstrated ability to relate positively and effectively with families of various cultures, disabilities and socio economic backgrounds
- Demonstrated emphatic skills and ability to interact positively with Infants/Toddlers
- Must be available to work flexible hours and days
- May be required to work some evenings to meet the needs of the families
- Knowledge of community resources and procedures
- Pediatric First Aid / CPR qualified
EDUCATION/EXPERIENCE
- High school diploma or equivalent
- CDA (Child Development Associate for Infant and Toddler Caregivers) or equivalent State of California Child Development Permit (Associate Level) required or obtained within the first year of employment
1st Preferred Requirement
- Twelve (12) or more semester units in Child Development and 3-6 units in Infant/Toddler field
- Six (6) or more semester units in social work/science health or related field
- One (1) year experience working with Infant/Toddler programs and adults in a Head Start program
2nd Preferred Requirement
- 6-9 semester units in child development and 3-6 units in Infant/Toddler field
- Six (6) semester units in social work/science or health related field
- Two (2) years experience working with Infant/Toddlers in a childcare setting
3rd Preferred Requirement
- 6-9 semester units in Child Development and three (3) or more semester units Infant/Toddler field
- Three (3) or more semester units in Social Services or Health Services related fields
- One (1) year experience with children ages 0-3 years in a child care, health or social service setting
Must complete needed infant and toddler units up to a total of 6 units within one year of employment
AND
A valid CPR Certification, First Aid Certification and Food Handlers Card must be obtained within the first two months (2) of employment and maintained throughout employment (paid, designated training available through MAAC Project) In the event an employee does not attend the MAAC Project scheduled training, he/she must obtain the certifications/cards through outside resources on their own time and at their own expense.
TRANSPORTATION
Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and an acceptable Motor Vehicle Report .Incumbents will be enrolled in the DMV Pull Program.
HEALTH STATUS
Must have a pre-employment and a bi- annual physical examination and TB clearance as required by state and federal regulations performed by a doctor/clinic designated by MAAC Project. Such exam and clearance must occur within seven (7) days of hire for new employees.
BACKGROUND CLEARANCE
California State law requires background/criminal checks on anyone who works in a licensed facility. Prospective employees must have or obtain a current criminal background check clearance, sign a criminal record statement, and sign an Acknowledgement to Report Child Abuse form prior to employment or his/her first day in facility. The Child Abuse Central Index (CACI) name check is an additional background check required for individuals associated with any facility that cares for children.

SALARY $11.79 (Step 1) - $12.70 (Step 4) Per Month-Bilingual Pay as outlined in the Union Contract
